1. INTRODUCTION

The National Centre for Energy and Environment (NCEE) charged with the responsibility of organizing and conducting Research and Development Programmes in Bio-energy and Environment invites qualified, interested and credible Contractors, Consultants, Suppliers and Vendors to tender for Goods, Works and Services appropriated in 2019 Fiscal Year.

Generation of Power Electricity using Biomass Solid Waste Plant

3.        ELIGILITY REQUIREMENTS


The following requirements for qualification must be submitted:

  1. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission including Forms CAC2 & CAC7;

  2. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) valid till 31st December, 2019;

  3. Evidence of current Pension Compliance Certificate valid till 31st December, 2019;

  4. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;

  5. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;

  6. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP.

  7. Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including Letter of Awards, Valuation Certificates and Job Completion Certificates;

  8. Evidence of Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Centre for Energy and Environment or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

  9. Company’s Profile with Curriculum Vitae of Key Staff and copies of their professional qualifications (COREN, QSRBN, ARCON, CORBON etc.) for Works.

  10. List of Plants/Equipment with proof of Ownership/Lease (where applicable);

  11. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

  12. Evidence of Centre for Management Development’s (CMD) registration for all training lots.

  13. For Consultancy Services, evidence of Firm’s registration with the relevant professional body(ies);

  14. Letter of Authorisation as representative of Original Equipment Manufacturers (OEMs) for Lot 1 & 2;

  15. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

 

 4.    COLLECTION OF TENDER DOCUMENTS (CATEGORY A & B)

Qualified, interested and credible Companies are to collect tender documents (for Works, Goods and Services) from the Centre upon the presentation of a non-refundable fee of N10,000.00 per Lot, paid into National Centre for Energy and Environment TSA a/c through remita in any reputable commercial bank in Nigeria.

 5.     SUBMISSION OF TENDER AND EOI DOCUMENTS:

For Works & Goods: The completed Technical and Financial tender documents must be submitted in three (3) copies each, including one (1) original and two (2) copies in separate sealed envelopes clearly marked “Technical Bid” and “Financial Bid” and both sealed in a third envelope marked with the Appropriation Project Title, the Lot Number and Company Name clearly printed at the top left corner of the envelope and be submitted not later than 12:00 noon on Monday, 16th December, 2019.

For Consultancy Services: The completed EOI must be submitted in three (3) copies each, including one (1) original and two (2) copies in separate sealed envelope clearly marked “Confidential EOI for NCEE 2019 Capital Project” with the Appropriation Project Title, the Lot Number and Company Name clearly printed at the top left corner of the envelope and be submitted not later than 12:00 noon on Tuesday, 19th November, 2019 at:

6.   OPENING OF BID DOCUMENTS:

The technical bids/ Expression of Interest (EOI) will be opened immediately after the deadline for submission at 12:00 noon on Monday 16th December, 2019 and 12:00 noon on Tuesday, 19th November, 2019 respectively at the National Centre for Energy and Environment (NCEE) Administrative Block Complex, University of Benin P.M.B. 1154, Benin City’s conference room in the presence of bidders or their representatives, while the Financial bids will be kept un-opened.

7.     PLEASE NOTE:

Submission of bids/EOI is not a guarantee for the award of contract.

  1. Bidders must seal EOI, Technical and Financial Bids in separate envelopes.
  2. Late submission will be returned un-opened;
  3. Goods & Works: Only pre-qualified bidders will be invited at a later date for the financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened;
  4. Services: Only shortlisted bidders will be contacted at a later date for collection of Request for Proposals;
  5. The National Centre for Energy & Environment is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
