Management

The Centre's Management comprises of the Director, Administrative Secretary and Finance Officer. The Director General of the Energy Commission of Nigeria (ECN) however oversees the activities of the Management team. 

 

Director General, Energy Commission of Nigeria

Professor Eli Jidere Bala is the Director-General/Chief Executive Officer of the Energy Commission of Nigeria. Prof. Bala obtained a Ph.D degree in Applied Energy from Cranfield Institute of Technology, United Kingdom in 1984.

As an academic staff of Ahmadu Bello University(ABU), Prof. Bala rose through the ranks from Graduate Assistant in 1978, to become a Senior Lecturer in 1987 and subsequently a Professor of Applied Energy in 2004.

Prof. Bala has held many administrative positions which include:

  • Head,Department of Mechanical Engineering, Ahmadu Bello University, Zaria
  • Rector, Abubakar Tatari Ali Polytechnic, Bauchi, Bauchi Sate,(1993-1997)
  • Deputy Director, Energy Planning and Analysis Department, Energy Commission of Nigeria (1999-2003)
  • Director, Renewable Energy Department, Energy Commission of Nigeria (2006-2012)
  • Acting Director-General/Chief Executive Officer, Energy Commission of Nigeria (Jan 2013 - May 2013)

In addition,Prof. Bala has successfully produced a number of Master and PhD students.He has also served as External Examiner as well as Member, Accreditation Panel to several universities and polytechnics. Prof. Bala is a member of many reputable bodies both at National and International levels such as:

  1. Council for the Regulation of Engineering in Nigeria (COREN).
  2. Nigeria Society of Engineers (NSE).
  3. International Association of Energy Economics (IAEE).

He is a fellow of Solar Energy Society of Nigeria (SESN).

Prof. S. M. Ogbonmwan FNSA is currently the substantive Director of the National Centre for Energy and Environment (NCEE) Energy Commission of Nigeria (ECN), University of Benin.

He has held very important administrative positions in the University system. He was the Head of Department of Mathematics in the University of Benin; first from 2000 to 2002 and then from 2006 to 2009. He was the Dean of the Faculty of Physical Sciences from 2009 to 2014. Professor Ogbonmwan has been Chairman, and has also been member of several University boards and committees.

Professor Ogbonmwan was the editor-in-chief of the Nigerian Statistical Association from 1995 to 1999; and has been a fellow of the Association since 2010. He served as review Editor for the Journal of Nigerian Statistical Association, Benin Science Digest, and the Journal of the Nigerian Association of Mathematical Physics. He is currently the president of Statistics Research Group (SRG) of the Department of Mathematics, University of Benin. Professor Ogbonmwan, who has attended numerous local and international conferences and published extensively in both local and foreign scholarly journals, is the proud recipient of the first prize in an international Award for young statisticians in Developing Countries; a competition organized in 1983 by the International Statistical Institute in Madrid, Spain.

 

His breakthroughs and significant contributions to knowledge includes the introduction of the WN  statistics as a new multisamples testing procedure; the introduction of “Bootstrap Likelihood” and the introduction of “Permutation Likelihood” Presently Professor Ogbonmwan takes active interest in Renewable Energy and Environmental research. 

Prof. S.M. Ogbonmwan belongs to numerous professional and scholarly bodies which includes the Statistical Association of Nigeria, The Bernoulli Society of Probability and Mathematical Statistics (A branch of the International Statistical Institute, Netherland), and Institute of Mathematical Statistics, USA.

Professor Ogbonmwan is happily married with children.

Administrative Secretary, NCEE

Mr. Clarkson Iyobosa Ehigiator holds B.Sc and MPA degrees from the University of Benin. He is the Administrative Secretary of the Centre as well as Secretary to the Governing Board of the National Centre for Energy and Environment (Energy Commission of Nigeria, ECN) University of Benin, Benin City.

He is a University Administrator (Deputy Registrar) in the University of Benin on posting to the Centre. Mr. Ehigiator is a member of the Nigeria Institute of Management (NIM)  and also a member of  Association of Nigerian University Professional Administrator (ANUPA) .

 

 Finance Officer

Mr. Amokhai A. Fred (B.Sc, M.Sc, UNIBEN) is the Finance Officer  and a member of the Management board  of the National Centre for Energy and Environment, NCEE (Energy Commission of Nigeria, ECN) University of Benin, Benin City.

He is a Certified National Accountant of Nigeria (CNA) (ANAN) and has worked in various capacities in the  field of Accounting.

 Chairman

Professor Faraday F. Osasere Orumwense is the 9th Substantive Vice-Chancellor of the University of Benin and the Chairman, NCEE Governing Board.

Professor Orumwense was born on 20th June, 1954 and attended Western Boys High School, Benin City for his Post Primary education. He obtained his National Diploma in Civil Engineering from the then Auchi Polytechnic, Auchi in 1975. Thereafter, he proceeded to England, United Kingdom, where he obtained his undergraduate and Post-graduate degrees from University of Staffordshire formerly (North Staffs Poly), Staffordshire and University of Leeds, Leeds. Professor Orumwense started his working career as Lecturer II at the Enugu State University of Science and Technology in 1983, and joined the services of University of Benin as Senior Lecturer in January, 1992. He rose through the ranks and was elevated to the position of a full professor in the Department of Mechanical Engineering of the University in October, 2002.

As an erudite scholar, Professor Orumwense has to his credit forty-five well researched books, as well as, articles in reputable local and international journals, including chapters in books. As a researcher, Professor Orumwense has successfully executed six research projects, while six others are on-going. Among these projects are: Design of paper/book embossing machine (Hot Stamper); The effect of Thermal Cycling on the behavior of low carbon steel; The study of Mechanical properties and carbon steel; The study of mechanical properties and microstructure of copper addition on Aluminum Alloy; and Characterization and Development of Asbestos- Free Brake Pad using Snail shell and Robber Seed Husk.

Professor Orumwense, a Fellow of the Nigeria Society of Engineers, Member of the Special Marshal of the Federal Road Safety Commission, and former Rector of Edo State Institute of Technology and Management, Usen, is a proud member of seven learned local and international societies including COREN.

Professor Orumwense who had the rare privilege of having obtained his National Diploma and all his degrees as recipient of Federal Government scholarship, is happily married with children.

Prof. Aisien

Engr. Prof. Felix Aibuedefe Aisien, Ph.D is a Professor of Chemical and Environmental Engineering and Dean Faculty of Engineering, University of Benin. 

He is a Scientist and an Engineer involved in Chemical and Environmental Engineering teaching, researching and consultancy with the Department of Chemical Engineering, University of Benin, Benin City. He obtained B. Sc. (Biochemistry), PGD. M. Eng. and Ph.D (Chemical Engineering) in 2003 from University of Benin. Professor Aisien has about one hundred scientific research publications to his credit both in local, national and international Journals. He is a peer review for Waste Management Journal, USA. Academic Science Research Journals, Italy, African Journal of Biotechnology, African Journal of Food Science, Nairobi, Kenya., and International Journal of Engineering Research in Africa.

His research, teaching and consultant interest areas includes: Solid and liquid waste management, Environmental management and control, Water, Soil and air Pollution management and control, Corrosion Engineering and Renewable Energy Studies, Materials Recycling, Material and Energy auditing,  Separation Processes and Biochemical Processes. He had held so many administrative positions including Chairman and members of some committees, boards and governing councils within and outside the University. He is a member of Nigerian Society of Chemical Engineers (NSChE), Nigerian Institute of Biomedical Engineering (NIBE), Solar Energy Society of Nigeria (SESN), New York Academy of Science and World Academy of Science, Engineering and Technology (WASET) and Regd. Engr. COREN.
